Next to her is Arthur Defensor, Jr. of Iloilo Province (Region VI) with 72 percent, followed by Francisco Emmanuel Ortega of La Union Province (Region 1 - Ilocos Region) who attained 70 percent.

Next is Marc Douglas Cagas IV of Davao del Sur Province (Region XI-Davao Region) with 67 percent as fourth placer and on the 5th spot is Dennis Pineda of Pampanga Province (Region 3 - Central Luzon) with 62 percent.

RPMDFInc conducted an independent and non-commissioned survey on June 10-25, 2021 from five thousand respondents across all regions to assess governors and city mayors.

The local chief executives were rated on their system of responses to the coronavirus pandemic at the onset and while restrictions were imposed.

"I don't want to take personal credit for it. I'd rather hope that this recognition would in fact recognize Cebu as the top performing province in the country today because we're doing the best we can. The Cebuanos are such a great people. They have been able to withstand adversities in the past. And, right now, we are showing the country that we are doing it right, here in Cebu," Garcia said during her livestream report on Tuesday, July 13, 2021.

According to Dr. Paul Martinez of RPMDFInc, the survey's objective was to determine who among local chief executives were true to their oath of service by putting the welfare of the people as their priority, especially during a crisis as harrowing as the corona pandemic.#
